Start with the obligated producer and packaging activity
Responsibility can depend on the activity performed and whose brand appears on the pack. Do not assume that the business physically filling or packing the product is always the only obligated producer. Map brand ownership, imports, packing, supply and selling before deciding who reports each item.
The official guidance distinguishes large and small producers and sets different registration and reporting duties. The correct status depends on current thresholds and the organisation’s activities, so confirm it against the latest regulator guidance rather than relying on a historic spreadsheet.
Build a packaging-component data map
Record primary, secondary and shipment packaging separately. Include containers, caps, pumps, liners, labels, sleeves, film, trays, cartons, tape and transit cases. For each component, record material, unit weight, supplier, product codes, quantities placed on the market and the nation or route required by the current reporting rules.
Link the component data to recipes, bills of material or SKU records. A controlled source is more reliable than reconstructing tonnage from purchase invoices after the reporting period. Keep change dates so a lightweight bottle or revised carton is not applied retrospectively to old production.
Connect reporting changes to production trials
Lower-weight, recycled-content or mono-material packs can behave differently in unscramblers, guides, cappers, labellers, sealers, shrink tunnels and case packing. A packaging-data project should therefore include a controlled trial process, not only a revised material declaration.
Measure line speed, jams, deformation, torque, label position, seal strength, transport damage and reject rate for the proposed pack. Record the exact material batch and settings so the result can be repeated.
Create an auditable operating routine
Assign owners for supplier declarations, component weighing, master-data approval, production quantity reconciliation and report sign-off. Large producers currently have more frequent data and compliance obligations than small producers, and required records must be retained for the period stated in current guidance.
Use exception reports to find products with missing component weights, unapproved materials or unexplained differences between production, sales and packaging data. The objective is a repeatable process that remains accurate when packs and suppliers change.
