Does the answer equal conveyor length?

No. It gives a pack count. Conveyor length also depends on pack pitch, lanes, curves, table geometry and allowable line pressure.

What if downstream still runs slowly?

Enter the reduced downstream rate rather than zero; the buffer only needs to absorb the rate difference.

Should I include a safety factor?

Yes, where event duration and rate vary, but an oversized buffer can increase line pressure and floor-space requirements.

Can accumulation remove the bottleneck?

It can protect against temporary imbalance, but it does not increase the sustained capacity of a true bottleneck.
