Why is the design speed higher than demand divided by time?

The design speed must allow for availability, performance and quality losses. A line designed exactly at the required good-pack rate has no recovery capacity.

Should I add a separate speed margin?

A modest engineering margin can be useful, but excessive oversizing can increase cost and instability. Base it on demand variation, future growth and recovery needs.

What if different products run at different speeds?

Calculate each major product-format combination separately, then test the weighted production schedule and the slowest required changeovers.

Does the slowest machine set the whole line speed?

The sustained bottleneck normally limits output, but accumulation and different cycle patterns can affect how that constraint appears.
